California: Wine industry opposed to local tax option

With state lawmakers having reached a stalemate over Gov. Jerry Brown’s proposed tax extensions, legislation designed to take the matter out of the state’s hands is in the works.
Senate Bill 653, proposed by Senate leader Darrell Steinberg, D-Sacramento, would give counties and school districts the power to levy taxes — subject to approval by local voters — that could help cover the costs of public safety, social services and kindergarten-through-12th-grade education.
