ALBANY — Liquor store owners and small business advocates appear to have won the battle over wine in grocery stores by quashing a proposal by Gov. David Paterson that would have allowed such sales.Paterson had included the measure in his state budget proposal, but the Legislature rejected the governor's budget in favor of its own version
